As 2025 draws to a close, the year will be remembered as a definitive turning point for the Grenada National Resort (GNR). It was a period defined by impressive construction achievements, a strengthened partnership with the Grenadian government, and a clear, shared vision for creating a world-class destination in the island’s spectacular north.
A New Skyline Takes Shape at Levera
Across the expansive 400-acre site, the resort’s physical form emerged with dramatic speed this year, powered by a dedicated daily workforce of over 140 personnel.
The skyline at Levera has been transformed. Hotel Tower 1 has soared skyward; as of December, the main structure has reached the 16th floor, keeping it firmly on track to be topped out in January. Milestones were achieved across the entire development demonstrating HSG International’s efficient and holistic approach to construction.
- Hotel Tower 1: 16 floors constructed
- Grand Hotel Lobby: Main structure fully completed.
- Golf Clubhouse: Main structure finished.
- Hotel Tower 2: Foundational work significantly advanced.
- Golf Course: Extensive earthworks complete, with rough shaping and grading now clearly defining the fairways of Grenada’s first 18-hole championship golf course.
Powerful Partnership with Grenada’s Government
While the physical rise of the resort has been the most visible achievement of the year, the foundation of our success lies in the strong strategic partnership between HSG International and the Government of Grenada.
In August, HSG Chairman Yuanfa Li and Prime Minister Dickon Mitchell met in St. George’s to reaffirm their joint commitment to the project. During this meeting, Chairman Li emphasized that HSG views the GNR as “a business card for Grenada, showcasing the island’s potential to the world.”
This sentiment was echoed by Prime Minister Mitchell, who highlighted the broader economic implications of the development: “Our collaboration with Heng Sheng Group encapsulates the spirit of ambition and cooperation that will define Grenada’s economic future. The Grenada National Resort has the potential to be much more than a resort for this island — it can become a catalyst for job creation, a boost to our tourism sector, and a symbol of what Grenadians can achieve when we welcome thoughtful investment.”


‘Rapid Progress’
Prime Minister Mitchell toured the GNR site in March and again in October to witness the construction progress and see the specialized workforce in action.
“I visited in March, but I didn’t expect such rapid progress in just six months. It has greatly exceeded my expectations,” Mitchell said while visiting the site in October. “I am delighted and reaffirm the government’s strong support of this project. This project will bring a transformative impact on both local employment and tourism for northeast Grenada and the entire nation.”
Global Confidence and Validation
Beyond the physical construction, 2025 was a year of further international reputation-building for GNR, Grenada’s largest Citizenship-by-Investment (CBI) development, as the project continued to attract investors from across the globe.
During a diplomatic and trade visit to China, Grenada’s Investment Migration Agency (IMA) Chairman, Richard Duncan OBE, publicly commended the project. His praise for HSG’s “continued dedication to quality and progress” serves as a vital signal to the market: GNR is a development that delivers.
This alignment between the developer, the government, and the IMA ensures that the GNR sets the standard for CBI investment in the Caribbean.
Looking to 2026 and Beyond
As we close the chapter on 2025, the path ahead is clear. We enter the new year with strong momentum, a solidified partnership with the government, and the vertical structures of the resort dominating the skyline.
We remain firmly on schedule for a 2027 opening. With the continued support of our workforce and partners, we are doing more than building a resort; we are crafting a destination that will redefine the Caribbean luxury landscape and stand as a lasting legacy of ambition and excellence.
